You just do grey quests at the other starter zones, its full xp even if they are grey so you can get from 31 to 38 in e.g Wildlands.

I had the same problem, but there are quests and quest lines dotted about. I've just dimged 36 and I keep finding new quests in each of the starter zones. Just make sure you go to every zone, and explore all the areas, and do instances if you can as they can net fat XP
