Just a short question, is dex going to start effecting our attack rating? or does it already?

Im confused about our stats as well, Dex is listed as incressing our attack rating, yet spriping down dont seem to make any diffrence... On the other hand the AR cap is so low (at 51 im caped at 202) that even if dex did give ar it woud be little or no use unless the caps are changed.
