As a paying customer, I would like, no wait.. I demand that a dedicated PvP team is established.
In a true Agile form (5-8 people), that will on a monthly basis deliver fully functional pvp content to us customers.

I mean, heck, how much will 8 people cost these days with all the refund from the Canadian goverment?
The cost of establish such a team will greatly increase the number of players in AoC, since we customers will get new pvp content each month/release cycle.

Or to say it like it is, how much will 25.000 to 200.000 new players be worth? Funcom have the numbers, start crunching those numbers.
