To try to answer accurately and avoiding all very friendly advices such as L2P or other things, I would say the following.
Among the rogue's archetype (the only one which makes sense to compare ranger to as it also means the same type of damage most of the time, so melee, at the exception of 1 advantage for ranger and the unholy bomb from sin), Ranger comes 3rd after sin/reaver barb, but is definitely higher than Zerker barb.
Considering its uniqueness (range, good amount of CC), it makes the ranger a definitely viable class everywhere the single target dps is important. The most demanding instance when it comes to dps is Tian An Hard mode, and I wouldn't mind (and already did) bringing a ranger there instead of a sin or a reaver barb, at equal level of skill/AA/gear of course and even if there might be a 5%/10% of the dps output between the sin and the ranger (single target wise), the particularity of the ranger will make up for this difference.
So no, I disagree, Ranger is not failing in PvE. It's not at the top of the chain food, but don't think you can't do anything good with it.
Played 100%, the ranger offers a viable class for any group/raids and if you can definitely do some raid encounters without a ranger, you can do so with pretty much all rogues class and that doesn't make the ranger a bad class.
