Sorry, absolutely no, playing the class with least mobility and carrying flags shouldnt be any more of a penalty then it allready is. -20% movement and carrying flags is more or less off the table, i wouldnt touch them. And killing stuff, with that kind of penelty, it would make soldiers absolutely useless since it would be impossible to kill anyting at all.
If anything there should be a speedboost to the ones playing in frenzy, you know, risk and reward.
Cap max mitigation in frenzy to 5% and increase the benefits from it dramatically, with like a 20% speedboost.

Wont speak for the other soldiers but on DT but definitely yes.
And this has been suggested and its infact allready in the class, just as its in conq thru carnage, and its called talisman mastery. If that baby actually had a positive impact on game play (so people used it) then dps dts with full aa would have about 46% armor and 43% protection at pvp 10, in defence.
There are tons of suggestions on tl regarding both talisman mastery and how to handle vom and bring back the skill in the class.
Its infact not the dps that makes dt OP, its how easy you can achieve it. People think its OP since they get a negative reinforcements every 20 combo that crits for 2,5K and even more so when it happens on the fear, once every 60 minutes of gameplay.
