Hi, my Barbarian is level 6 and has just entered Tortague. There is no npcs at all in the town. Is this a bug or do I need to finish a quest. The reason i ask is I have a lvl 10 toon on same server ans all NPCS in town are visible

Maybe you're playing at night (single player part of Tortage) if you want to go to day time (where everyone is) go to the thirsty dog inn and talk to an NPC there to go to day time mode.
