Hey new blood!
In all the three hubs, khemi, Conarch Village and Old Tarantia. Cimmeria is easiest to find your way around in the "Conarch Armory" find the Accessories Merchant.
There's merchants for pvp equipment before lvl 80 but generally at lvl 80:
PVP LEVEL 1 you get access to 1 RARE (blue) survivability necklace and 2 RARE melee or magic rings.
Lvl 2 you get armour (RARE boots, belt, shoulders)
Lvl 3 you get armour (RARE wrists, hands)
Lvl 4 you get armour (EPIC (purple) Chest, Legs)
LvL 5 you get Armour (EPIC helm), Weapons (all types including shields and talismans), Cloak (EPIC survivability cloak)
LvL6-10 are various token requirement accessories armours and weapons
You will need between about 1G50S to 2G for each piece of pvp gear. ie PvP1 accessories are 1G53S approximately

This depends on class and level. Heavy and Plate are available at later levels only and some classes are restricted in which they can wear.
Bear shamans for example cannot wear heavy or plate but anything lighter (they're based on medium) and Barbarians are based on Light armour and can (though you wouldnt want to at later levels) equip cloth too.
on another scale, the Guardian is based on Plate armour (Dark Templars and Conquerors were allowed them too) but it CAN equip cloth (you again wouldnt tho after like lvl 10)
Barbarians Cannot wear anything heavier than Light armour (unless its social clothes haha)
