When Fury got merged with the russian servers I was upset about the instant hostility and blunt hatred that was vented on global against people even using their Russian language / letter, etc. I've always and only stood up and spoken against it and would still find it disgusting and wrong like all prejudice and hostile nationalism.
But even without deciding if and how much 'fault' there is on either 'side', experience has shown that it doesn't work out.

And as people want nothing but playing a game here, maybe things should be seen a bit practical? Communication, and culture of playing don't seem to come together. Those Russian and/or russian-speaking players not playing on the english/international servers before the merge might most probably also have chosen that for a reason; after all they've been screwed just the same / not got what they paid for.
People here are partly astonishingly devote to the idea of technical features (one server technology myth) sorting out needs of social co-operation, but that is a poor way of approaching such a fundamental need i.m.h.o. You'd yet want to have a platform where the actual co-players(!) on a game-server meet on the ground of any shared interest and some basical agreement of what's part of the game and what not.
My initial suggestion here is based on the distinction of playstyles that are divided by a certain basic gap that might probably recommend to keep them apart on their distinct realms to ease problems of co-existence. Not any national or 'racist' schemes (seriously, Russians are same race as I at least ^^, dunno about you).
Is it a harsh (side)note to say that, alternately, at least taking the populations of former Russian speaking servers apart again could help things a bit? I think so, yes. Also a sad one. But many experienced PvPers have expressed the same opinion long before I was willing to admit it. And I'm sure none of them meant to give any statements on the value of other nations or people. I'm quite sure that all who give me names here at least are certainly more apt to make prejudice judgements on other people, individually or as a group/nation than I'd ever do. ^^
