The appropriate models, as far as I can tell at least, seem to exist already but are apparently not available as vendor goods or loot.
Judging from the NPCs there are a lot more clothing/armor models than the rather limited selection we currently have and I highly doubt that all of them are parts of static NPC models, as it seems the clothing is dynamically placed on NPCs (NPCs seem to use the same model as PCs do for the most part).

Aside from social/civic clothing, I'd really appreciate it if the look of vendor bought armors could be made specific for the different cultures.

Is this possible or will we all be prayin' in our armor?
It sucks soldiers cannot wear clothes (besides social ones, which I haven't seen since the first 5 levels of tortage) for formal meetings

As someone said earlier. "Give FunCom a break on this one".
We'll probably see som more clothing after a while.

But I totally agree that we should be able to wear social clothing as we please. This will greatly enhance RP, especially on the RP servers.
(As long as players actually play their roles..) ;o)

I'm currently playing as a male TøS, and there's nothing tempting about the way my character look now... With a bucket on his head, som pict bones here and there... stupid looking shoes and so on...

Wonder if it will be possible to rip the clothes of bodies eventually? That should do the trick. (?)

The simplest starting solution is to allow heavy armour wearing classes to also be able to wear cloth. I only barely managed to get a wearable loin cloth and top for one of my characters before getting to the start city as all the things I killed were dropping cloth items and I couldnt wear any of them. Also I hope they sort out the very limited bag/bank space or I won`t have the room to put any RP gear that gets introduced anyway.

++++

I'd die for there to be ethnic variations on the various armours! You could do that for every armour class really.
