You have a number of choices
1. Keep it like it is
2. Introduce tokens for weapons
3. Remove random drops completely and only have token drops
4. Make everything craft only
5. Some mix and match of all of these
We already have tokens for all armour in game in every tier. We also have crafting for some weapons in some tiers for some classes. What we don't have is any other way to obtain T1 and T2 weapons other than blind luck random drops.
If you're asking me for a generalised comment on what I think should happen across all tiers then yes, I think everything being buyable with tokens is the way to go (and should always have been). As I've said already in this thread, Funcom used and still uses random drops as a content slowing function. It means they don't have to produce as much content as they otherwise would.
Buff
