Not really, just a bit unpolished, but in maxed DX11 .. actually better than AoC. Its just that modern world looks terrible compared to days of old.

Don't be fooled. Gaining Xp in order to acquire skill points is leveling in all but name.

Every time I mentioned this, I get told off for being shortsighted and how 7/7 is the dogs bollocks ... I just think its bollocks.

To a point, there is synergy with skills, and having to stack buff to use some. Think Ranger combat now.
TSW is a nice solo puzzle game, pretty puzzling in cases, but it isn't AoC but I fear the limitations of 7 skills, no respec, have to buy whole skill trees, yadda yadda goes too far against the "no class, no limits, no leveling" bullshiesse
