To my understanding it has a chance to proc on melee damage that you do to enemies.

The proc gives you a short combat rating boost.

Ostensibly, I misinterpreted some cryptic lexical units in the original sentence, and I must state that I am not well-informed with teenager slang or abbreviations; thus, rereading the original sentence did not enlighten me more than it had done the last time and caused the same confounding to my consternation. What does "to procc" mean? How can you "procc" a gem, if I may ask? What is the reason to do so? Please take me earnestly, for I am still befuddled.

Yeah thanks for the sarcasm Can't believe I'm actually going to explain this, but here we go:

Proc is a common term used primarily in game programming to refer to an event - a "procedure" - triggered under particular circumstances.

The Royal Onyx of the Glacial fist has a chance to 'proc' a buff called 'Glacial Fist'. That buff gives a temporary boost in combat rating.

u dont need a group u can solo paymaster with some classes , anyway gem is total crap ,it gives +800 to cr for next 3 meele hits and it procs twice per minute.

how can funcom be serious about that kind of gem. its blue crafted gem, so shud be much more poverfull then a cheap green.
but i wud go for 100 cr on all hits anyday...
