Default Armour Ripper in PvP (and side question on tracking)

So I've been using Armour Ripper in PvP (obviously buffed up with Physical Torment) and have been struggling to see it really make a difference. To me, on paper the -10% debuff on slashing/piercing/etc. along with the -x armour debuff seems to be something it would be stupid not to do, but after practicing I just can't see it making an impact. Do many Rangers actually use it in PvP, or is it useless outside of raids?

Edit: as a side question, since I don't want to spam up the forums, does Perception dramatically change tracking results?

Perception does not affect tracking at all. It only affects searching.

Iprobably only makes a difference on soldiers. 10 % off on armor does a bit imo if you fight for some time. Against classes with less armor 10% is ofc less important and the fight is too quick for you to have time to use it. I usually open with armor ripper, the effect stays for 30 sek.
Btw perception works in bringing people out of stealth

Thanks for the clarification on Tracking, I wasn't sure if higher perception meant I was able to track higher-level players.

On Armour Ripper, it sounds like it's just not useful except in prolonged group fights or 1v1 against Soldiers? Even in PvE it seems to not make much of a difference.

I experimented with a Soldier friend today, and after applying Armour Ripper with Physical Torment to him, my penetrating shot did, on average from 3 shots, 270 damage. Without the debuff, on average, 210 damage. (Yes these were low level characters) I don't know if these were freak results, but they certainly seem to show armour ripper not being effective in PvP.

Am I wrong here?

How much more damage does your pen shot compared to armor ripper? and how many buffed combos can you do in 30s?

Armour ripper in PvE reguluary hits with 1800 - 2000 damage. In PvP it can hit hard (sometimes because AR scales better with combat rating) sometimes as hard as a moderate penetrating shot.

Numbers below 1000 for penetrating shot are very rare.

AR in itself is not to powerfull. during short fights it only cost time to apply it. In longer fights the combination of damage debuff and physical tornament can be very ussefull. If you fight a hard hitting guardian or DT you have to wear them down. Used in combination with AS and TW and carefull use of CC can make the difference.

With our current bugged upper buff it is also a could fill up if PS is on an accidental high CD (PvE and PvP)
