Are we talking about Rough leather? I always collect it for the quest from the crocodiles. I get the quest done very fast. When you do not have the quest, the rare leather drops even more often.
Higher level leather can be easily procured from bears or wolves. There are great spots for rare higher leather drops too. You have to find those by yourself. Most people hunt firebirds in Poltain, but the drop rate is average there.

Go into Purple lotus swamps and kill the right level annimals and it drops fine. But I have found leather always drops better when you character is also is also around the level you are trying to gather from. When you take the gathering quests as you level up it is much faster. Trying to gather leather at level 80 is a lot harder.

well it depends on the animal if your droprate is only poor or almost impossible
